Three attacks in the five weeks to 11 September 2026 had nothing in common except their shape. A worm spread through the open-source packages that Singapore developers install without reading. A fleet of AI agents exploited a print-management product at 395 organisations. A hardware-wallet company's customers were phished through the third-party platform that sends the company's newsletter, after that platform was breached. In each case the weakness was a supplier's, and the loss landed on the business that used it. What that business inherits is the legal duty, the clock, and what the published insurance documents say about a supplier's failure.

The Answer in 60 Seconds On 6 August 2026 the Cyber Security Agency of Singapore issued an advisory on an active software supply-chain attack in the npm registry: a self-propagating malware variant called ChainDrop, from the Shai-Hulud family, had compromised over 1,300 package versions with a combined two billion monthly downloads, including the widely used caching libraries keyv, cacheable, flat-cache and file-entry-cache, and it "steals developer credentials and spreads by compromising additional packages" (CSA advisory AD-2026-009). CSA's instruction: review your dependencies immediately and "treat credentials on affected systems as potentially compromised".

When the compromised supplier held your customers' personal data, the Personal Data Protection Act gives the supplier one duty, to tell you, and gives you the rest: the assessment and the notification. A data intermediary that has reason to believe a breach has occurred "must, without undue delay, notify" the organisation it processes data for, and that organisation must then assess whether the breach is notifiable (PDPA 2012, section 26C). Once you assess a breach as notifiable, you must notify the Commission "as soon as is practicable, but in any case no later than 3 calendar days after the day the organisation makes that assessment" (same, section 26D). Of the two published cyber wordings cited below, one names an outsourced IT provider's intrusion and its unplanned outage as insured events where those covers are purchased, and the other treats a service provider's failure to protect against unauthorised access as a trigger for its business-interruption cover; both exclude liability you took on by contract beyond what the law imposes. Which supplier, which data and which contract decide the rest.

The Sourced Detail

Three chains in five weeks

The first chain is the package you never chose. CSA's advisory describes ChainDrop as a worm: it steals the credentials of the developers who install a compromised package and spreads by compromising additional packages, which is how it reached over 1,300 package versions and two billion monthly downloads (CSA AD-2026-009). The affected artefacts listed by CSA include keyv 6.0.0, flat-cache 6.1.24, file-entry-cache 11.1.6, cacheable-request 13.0.20, cacheable 2.5.1 and cache-manager 7.2.10, and the advisory points to the full list and the indicators of compromise. A Singapore business that runs a Node.js application, or pays a developer who does, inherits packages like these several layers below anything it wrote itself, and CSA reports that the campaign "has propagated into the software supply chains of several organisations". The advisory's operative sentence is about people, not code: treat the credentials on any machine that installed an affected version as "potentially compromised", and rotate them.

The second chain is the product you did choose, exploited at machine speed. GreyNoise, as reported by BleepingComputer on 10 September 2026, traced a campaign that began on 31 August in which hundreds of AI agents built, tested and refined exploits for two PaperCut print-management flaws, generated target lists from an internet-scanning platform, and compromised at least 440 installations at 395 organisations in 48 countries, harvesting credentials from 280 of them (BleepingComputer, 10 September 2026). The product was legitimate and the vendor has shipped emergency updates for both flaws. The interval between a fix and its application is the attack surface, and the cost of scanning the whole internet for that interval is now compute.

The third chain is the vendor that holds your customer list. On 9 September 2026 the marketing platform Brevo was breached, and the attackers used its access to email 347,000 opted-in customers of the hardware-wallet company Trezor with a fake "critical security alert" that led to a download demanding the wallet's recovery seed; 2,500 people clicked before the phishing domain was taken down within 20 minutes (BleepingComputer, 11 September 2026, reporting Trezor's statement). Trezor's own systems were not breached. Its customers were attacked through a supplier's, using the trust that Trezor's sender address carried. Any Singapore business that sends its customers email through a third-party platform is one supplier breach away from the same morning.

CISA's catalogue additions of 9 and 10 September 2026 (Fortinet, Citrix, Chromium, Cisco Firewall Management Center, MikroTik) are the same lesson in a fourth form: the products at your network edge and on your desktops are supplied to you, and the interval between the vendor's fix and your applying it belongs to the attacker (CISA, 9 September 2026; CISA, 10 September 2026).

Who holds the duty when the breach is the vendor's

The Personal Data Protection Act answers this without ambiguity. Part 6A sets out notification of data breaches. Under section 26B, a data breach is notifiable if it "results in, or is likely to result in, significant harm to an affected individual" or "is, or is likely to be, of a significant scale" (PDPA 2012, Part 6A). Regulation 4 of the Personal Data Protection (Notification of Data Breaches) Regulations 2021 supplies the number at which a breach is deemed to be of significant scale: "the prescribed number of affected individuals is 500" (Notification of Data Breaches Regulations 2021).

Section 26C places two duties in sequence. A data intermediary, the vendor processing personal data on your behalf, that has reason to believe a breach has occurred "must, without undue delay, notify that other organisation of the occurrence of the data breach"; and that other organisation, meaning you, "must, upon notification by the data intermediary, conduct an assessment of whether the data breach is a notifiable data breach" (PDPA 2012, section 26C); where you discover a breach yourself, section 26C(2) requires that assessment "in a reasonable and expeditious manner". Section 26D then sets the clock: once you assess the breach as notifiable, you notify the Commission "no later than 3 calendar days after the day the organisation makes that assessment", and where the breach is one of significant harm you also notify each affected individual, subject to the exceptions in section 26D(5) to (7) (same, section 26D). Regulation 5 lists what the notification to the Commission must contain, starting with the date and circumstances in which you first became aware of the breach and a chronological account of the steps you took (Notification of Data Breaches Regulations 2021, regulation 5).

Read the sequence as a supplier problem and it becomes concrete. The vendor's duty is to tell you without undue delay. Your duty starts the moment they do, and the three-day clock starts the moment you conclude the breach is notifiable. A contract that lets the vendor tell you in thirty days does not move the statute; it moves your ability to comply with it.

The inventory nobody keeps

You cannot assess a supplier breach you cannot see. CSA's Cyber Essentials mark, the published baseline of controls against the most common cyberattacks, asks at clause A.2.4 for an inventory of software assets that records the software's name, publisher, version and business purpose, and of hardware assets that records the end-of-support date (CSA, Cyber Essentials mark, April 2025). Its update clause, A.7.4, requires the organisation to prioritise critical updates "as soon as feasible"; its operational-technology column adds that, for known exploited vulnerabilities, the organisation "should perform updates as soon as possible" (same). The npm advisory applies A.2.4's logic one layer down: the clause asks you to list the software you run, with publisher and version, and an organisation that also lists what its applications depend on can check that list against CSA's table the day the advisory lands. One that cannot is reading the advisory as news.

What the published wordings say about a supplier's failure

The cyber wordings published by insurers that operate in Singapore already have language for the supplier chain, and it is worth reading before an incident rather than after. AIG Asia Pacific Insurance's CyberEdge wording for Singapore defines an "Outsource Service Provider" as "a Third Party that a Company has appointed to provide specified information technology services", an "OSP Security Failure" as an intrusion into or unauthorised use of that provider's computer system, and an "OSP System Failure" as "any unintentional and unplanned outage of an OSP Computer System such that the Outsource Service Provider is unable to provide to a Company the services described in a contract" (AIG Asia Pacific Insurance, CyberEdge policy wording, Singapore). Its definition of the insured company's own computer system extends to "any cloud service or other hosted computer resources, used by a Company and operated by a Third Party service provider under a written contract" (same). QBE's published Asia Pacific Cyber and Data Security wording covers business interruption caused by "the failure by the insured or a service provider to protect against unauthorised access" to information and communication assets (QBE, Cyber and Data Security policy wording).

Two things follow from those definitions, and they cut in opposite directions. First, the supplier's failure has a place in both wordings: AIG's makes an outsourced provider's intrusion or unplanned outage an insured event where the OSP Security Failure and OSP System Failure covers are purchased, and QBE's business-interruption clause is triggered by a service provider's failure to protect against unauthorised access. An intrusion at your IT vendor has a place in both; whether an outage at your hosting provider is inside the cover depends on which wording you hold and which options were purchased. Second, both wordings exclude liability you assumed by contract beyond what the law already imposes: QBE's exclusion 10.2 removes "any contractual or assumed liability, guarantee or warranty unless the insured would in any event be legally liable in the absence of such contractual or other assumed liability", and AIG's Security and Privacy Liability exclusion 3.2 does the same, with a carve-back for "a contractual obligation to prevent a Security Failure or Breach of Confidential Information" (same two wordings). For a software company that promises its customers uptime, security or indemnity in a master services agreement, that exclusion is the clause to read against the promise. The cover follows the law's measure of your liability; the contract's measure is yours to carry unless the wording says otherwise.

The terms matter for a third reason. A software company that shipped a compromised dependency to its own customers is exposed to a claim from them, and that claim is a professional-liability question as much as a cyber one. Credentials are the payload

Every one of the three chains ended in credentials. ChainDrop steals developer credentials to spread. The PaperCut campaign harvested credentials from 280 victims. The Brevo breach was used to harvest wallet backups. CSA's instruction in the npm advisory, to rotate every exposed credential and treat affected systems as "potentially compromised", is the same credential discipline it applied in June to the FortiGate leak, where it told operators to terminate sessions, reset passwords and enable multi-factor authentication on every administrator and VPN account (CSA advisory AD-2026-007). A supplier compromise is contained at the credential boundary or not at all.

Common Mistakes

  1. Believing the vendor's breach is the vendor's notification. Section 26C makes the vendor's duty a duty to tell you (PDPA 2012, Part 6A). The assessment and the three-day clock to the Commission are yours.
  2. Signing a contract that gives the vendor longer to tell you than the statute gives you to act. A thirty-day notice clause does not change section 26D. It leaves you with the clock and without the facts.
  3. Having no software inventory. Cyber Essentials clause A.2.4 asks for a list of your software with publisher and version, and an advisory naming a package is checked against that list. Without the list, every advisory is a research project.
  4. Reading the master services agreement as protection. Both published wordings cited above exclude liability assumed by contract beyond the law's measure. A security promise to a customer is a liability you carry unless the wording says otherwise.
  5. Rotating the application and leaving the people. The npm worm and the FortiGate leak were both credential events. Reset the humans' access, not only the package version.
  6. Treating the email platform as marketing rather than infrastructure. The Brevo incident reached roughly 347,000 addresses through a supplier breach that never touched the company's own systems. The sender address is yours; the risk of the platform behind it is yours too.

What This Means for Your Business

If a supplier holds your data, runs your code or sends your email, its breach is your incident, and the law and the documents already say so.

For a software or SaaS company. Check your dependency tree against CSA's table today, then rotate the credentials of every developer and pipeline that installed an affected version. Read the assumed-liability exclusion in your wording against the security and indemnity clauses in your customer contracts, and bring the gap to your adviser.

For a business that sends customer email through a platform. Ask the platform, in writing, how it will notify you of a breach and how fast. Section 26C makes their delay your compliance problem (PDPA 2012, Part 6A). Keep the answer with your data-protection records.

For a business with an outsourced IT provider. The provider's intrusion, and in one published wording its unplanned outage, is an event the wordings name. Confirm which of your systems fall inside your policy's definition of your computer system, including cloud services operated under contract, which fall outside it, and whether the outsourced-provider covers are part of your policy.

For all of the above. Build the inventory Cyber Essentials asks for, so that an advisory becomes a check against a list instead of a search. Then prepare the notification template regulation 5 describes, so that the three-day clock starts against a form that is already half complete.

Questions to Ask Your Adviser

  1. Does my policy's definition of my computer system include the cloud and hosted services I use under contract, and which of my suppliers fall outside it?
  2. If my IT provider or a package I depend on is compromised, which part of the cover responds to my interruption, my notification costs and my liability to customers?
  3. How does the assumed-liability exclusion in my wording read against the security and indemnity promises in my customer contracts?
  4. Does the cover respond to the costs of the breach assessment and the notification to the Commission that the Act requires, including forensic work to establish whether the breach is notifiable?
  5. Where my supplier is the data intermediary, does my policy respond if the supplier's delay in notifying me causes me to miss the three-day clock?
  6. For a software company: where does my professional indemnity or technology errors-and-omissions cover end and my cyber cover begin when a shipped dependency harms a customer?
  7. Would a documented software inventory and a supplier-notification clause change how the risk is assessed at renewal?
