Since 1 June 2025, the BCA's Contractors Registration System has been Singapore's nation-wide registry of construction firms. Per the BCA CRS page, CRS registration is mandatory if you hire foreign construction workers (S Pass and/or Work Permit holders), take part in public-sector construction tenders, or work as a first-level subcontractor on public-sector construction projects. The CRS workheads fall under five registration groups: CW, CR, ME, TR and RW.
Per the BCA CRS FAQs PDF, the four core registration requirements are: financial capability (audited accounts, paid-up capital, net worth), technical personnel, management certifications (GGBS, ISO 45001, bizSAFE), and track record.
Where bizSAFE Level 3 sits in the CRS rules
The CRS Specific Registration Requirements publish workhead-by-workhead. Per the CW SRR, June 2025 edition, grades C1 and C2 require "BizSAFE Level 3/ ISO45001", and bizSAFE Level 3 is issued by the Workplace Safety and Health Council.
Per the CR SRR, June 2025 edition, bizSAFE Level 3 or ISO 45001 is required for CR08, CR10B and CR12 above grade L1, and for CR10A.
Per the ME SRR, August 2026 edition, bizSAFE Level 3 or ISO 45001 is required for ME01, ME02, ME05, ME06, ME11 and ME12 above grade L1. ME grades run from L1 to L6. bizSAFE Star (or ISO 45001) is a CW requirement: grades A1 to B2 need it, together with the Green and Gracious Builders Scheme (GGBS).
What bizSAFE Level 3 actually is
bizSAFE is a 5-level workplace safety programme run by the Workplace Safety and Health Council (WSHC). Per WSHC, Level 3 requires the company to develop and implement a Risk Management Plan, then have it independently audited by a MOM-approved auditing organisation against the WSH (Risk Management) Regulations. Per the WSHC bizSAFE FAQ: bizSAFE Level 3 and above certifications are valid for three years (or upon expiry of equivalent external certifications such as SCAL-SLOTS, JCI, Responsible Care, ISO 45001, SS 651 - whichever is earlier).
bizSAFE itself is not insurance. It is a workplace-safety management certification - a prerequisite document that BCA's CRS will check at application.
How insurance interacts with bizSAFE in practice
This is where the misunderstanding hurts firms. Holding bizSAFE Level 3 does not meet the separate insurance duty under WICA, and the CRS sets no insurance requirement of its own.
MOM (under WICA). Per the MOM WICA page, every employer must obtain a Work Injury Compensation Insurance policy from a MOM-designated insurer for all manual employees and non-manual employees whose salary, not counting overtime, bonuses, the annual wage supplement, incentive payments and allowances, is S$2,600 a month or less. From 1 November 2025, the limits for death rose to S$269,000, permanent incapacity to S$346,000, and medical expenses to S$53,000 (MOM press release of 8 February 2024). Holding bizSAFE Level 3 does not exempt you from buying WICA.
BCA (under CRS). The CRS requirements are financial capability, technical personnel, management certifications and track record, with no insurance requirement. The bizSAFE Level 3 Risk Management Audit Checklist covers the WSH policy, risk assessment, implementation of risk controls and review; it has no item on insurance.
What documents your CRS file should contain
Per BCA's published CRS application guidelines:
- bizSAFE Level 3 certificate (or ISO 45001, or higher) - issued by WSHC, valid 3 years
- Latest audited accounts (not more than 12 months old) demonstrating paid-up capital and net worth at the workhead-grade threshold; firms applying at C3, L1 or Single Grade (other than CR10A) may submit director-signed management accounts instead
- Track record documentation: from 1 June 2025, registering or renewing at an entry grade (C3, L1 or Single Grade) needs S$300,000 of relevant track record over the past three years (CRS FAQs, Q8); CR10A has no track record requirement
- Management certifications - GGBS (where required), ISO 45001 or bizSAFE Star (for higher grades)
- Builders Licence (GB1/GB2) if you fall into the BCA BLS
- Specialist Builder licence for CR08, CR10A, CR10B, CR12 and CR15 workheads (per the CR SRR)

Companies typically need to consider three workstreams in parallel: (1) bizSAFE Level 3 audit through a MOM-approved auditing organisation; (2) WICA insurance from a MOM-designated insurer at the new 1 November 2025 limits; (3) optional cover for common law liabilities, which MOM lists as a rider employers can discuss with their insurer on top of WIC insurance (see MOM's page on WIC insurance).
