CW01 and CW02 are BCA's two main "construction workheads" under the Contractors Registration System (CRS). Per the BCA CW SRR (Jun 2025 Edition), CW01 covers "General Building" and CW02 covers "Civil Engineering," with seven financial grades - A1, A2, B1, B2, C1, C2, C3.

The CW SRR sets requirements under five heads (the fifth, Additional Requirements, is the builder's licence covered below):

  2. Track record - minimum total value of projects executed in Singapore (PS), total value of main contracts (MC), and value of a single main contract or nominated sub-contract (SP), over the past three years.
  3. Personnel - Registerable Professionals (RP), Professionals (P), and Technicians (T) in defined ratios. Per the CW SRR: "For Grade A1 and A2 firms, at least one-third of the RP/P/T shall have at least 24 months of relevant experience in Singapore."
  4. Management certification - none at C3, bizSAFE Level 3 or ISO 45001 at C1 and C2, and bizSAFE Star or ISO 45001 plus the Green and Gracious Builder Scheme (GGBS) from Grade B2 upward (CW SRR Table B1).

Where insurance enters the picture

BCA's CW SRR does not itself require contractors to carry a specific insurance policy. But two of the three regimes below make insurance unavoidable (the second, the builder's licence, does not):

1. Work Injury Compensation Act 2019 (WICA). Per the Ministry of Manpower's WICA pages, every employer must maintain Work Injury Compensation insurance for employees doing manual work (regardless of salary level) and for non-manual employees whose salary, not counting overtime, bonuses, the annual wage supplement, incentive payments and allowances, is S$2,600 a month or less. For construction firms, this effectively means every site worker.

2. Builders Licensing Scheme (BLS). Under the CW SRR, CW01/CW02 firms registered at Grade A1 to B2 must hold a General Builder Class 1 (GB1) licence and C1 to C3 firms a General Builder Class 2 (GB2) licence; per the BCA Builders Licensing page, GB2 is restricted to projects valued at S$6 million or less. The BLS sets minimum financial and technical requirements for builders; neither the BLS page nor the Conditions of Builder's Licence contains an insurance requirement.

3. Tender clauses. Singapore public sector contracts use the PSSCOC, which requires the contractor to insure the works (Contractors All Risks, CAR) in the joint names of the employer and the contractor for not less than the contract sum plus any percentage the Appendix sets for professional fees, and to carry third-party liability insurance (Public Liability, PL) at the limits the contract sets. Private contracts set their own terms, and a contract may also ask for Professional Indemnity where the contractor takes on design responsibility. If you're a CW01 or CW02 contractor, your "insurance grade" is set by your project pipeline, not by BCA's CRS grade. A C3 contractor doing a S$700,000 HDB upgrading job has very different insurance needs from an A2 contractor on a S$60m mixed-use project. What's common: WICA is non-negotiable, and your tenders will dictate CAR/PL minimums.
