What changed on 1 January 2025
Per the MOM press release of 17 December 2024, the Platform Workers Act 2024 came fully into force on 1 January 2025 after a phased commencement. It strengthens protections for platform workers in three areas:
- Housing and retirement adequacy through CPF contributions by both platform operators and workers
- Financial compensation if injured while working - work injury compensation at the same level as employees under WICA 2019
- A legal framework for representation through Platform Work Associations
Under section 34O of the Work Injury Compensation Act 2019, in Part 3A inserted by the Platform Workers Act 2024, platform operators must insure with designated PO's insurers against their liabilities under the Act for every platform worker; MOM states this is work injury compensation insurance at the same level of coverage as employees under WICA.
Who counts as a platform worker / platform operator
Per the MOM platform workers WICA page: platform workers are workers who provide platform services (typically delivery and ride-hail) under management control by the platform operator. Per the NTUC explainer, the system covers private-hire drivers, delivery riders, and other platform-based service providers as defined under the Platform Workers Act. Independent contractors outside platform work, self-employed persons, domestic workers, and uniformed personnel (SAF, Police, SCDF) remain excluded.

What the PO designation requires
Section 34O of WICA requires a platform operator to insure under one or more approved platform worker insurance policies with one or more designated PO's insurers, and under section 31(2) the Commissioner may impose conditions on a designated insurer, including specified standards of performance relating to the processing of claims. Per the MOM press release of 17 December 2024, platform operators must cover all medical expenses related to work accidents up to the WICA medical-expenses cap (S$53,000 from 1 November 2025 per the MOM 8 February 2024 announcement) or one year from the date of the accident, whichever comes first - the limits move in lockstep with the employer regime.
What about hybrid businesses?
Some SaaS / fleet / logistics businesses hold both employees (drivers paid on payroll) and platform-style independent operators. Per MOM's self-assessment guidance, the employer-vs-platform-operator determination is made based on the management-control test for each cohort - payroll drivers go on the employer WICA policy; platform-controlled riders go on the PO WICA policy.
